Tourist visa for a student from Uzbekistan in South Korea

Hello!
I'm a student in South Korea (from Uzbekistan). I'm planning to visit China for vocation. I already have all my complete papers, bought ticket and booked hotels, spent some serious money.
Here in the site it is mentioned that I can apply for a tourist visa (Uzbeksitan student in South Korea). But consulate people in Busan are refusing to take my papers as I'm Uzbekistan citizen. Please someone help, maybe I need to go to Seoul?
Or I'm not eligible to apply?

If you have a student permit there valid for at least six months, it should be fine. I advise you to call the CVASC in Seoul before going there.
