I am Nepali citizen, living in Hokkaido. To apply for the Tourist Visa.

I am a Nepali citizen living in Hokkaido. To apply for the tourist visa, do I need to visit Tokyo, or can I apply from the Chinese Consulate-General in Sapporo?

You can try to apply at the Consulate General in Sapporo. Be sure that you have proof of legal stay or residency in Japan, including your long-term visa, residence permit, student certificate or employment permit.
