Shanghai 144 hour visa-free transit eligibility

My partner and I are flying from London (LHR) to Pudong International Airport via Dubai on 12/2/20 prior to embarking our cruise at Wusongkou cruise terminal. We arrive at 3pm on 13/2/20 with an overnight hotel stay prior to boarding the ship the following morning. The ship sails on the afternoon of the 15th; our first port of call is Naha in Japan. Are we eligible for the 144hour visa-free transit and if so how do I apply for this visa? Is there anything I should do to start the process prior to leaving UK or is it all done at Pudong Airport. Also, what is the cost of the visa and is there an age restriction, my partner is 71. Your assistance is appreciated.
