Am I eligible for the 240 hour visa free visit?

I'm going from the US to Hong Kong, then Shenzhen, Chongqing, and Guangzhou, then back to Hong Kong and the US.

Sorry, your route is not an eligible one since you will go back to HK and the 240 requires an international transit route like country or region A - China - country or region B (HK / Macau can be region A or B.). It's advised to travel to nearby Macau from Guangzhou then to HK to adapt to the 240h visa free transit. Note that your ticket to Macau should be prebooked before you travel to Shenzhen from HK.
