Assuming that your itinerary is eligible for 24 hour visa free transit, you will apply for 24 hour free entry permit upon your landing in Shanghai. It is highly advisable to have a confirmation of accommodation booking or a day/half day tour to be granted the mentioned entry permit that is issued entirely upon discretion of Chinese immigration authorities. Of course, you can apply for the mentioned entry permit even without the mentioned accommodation and tour confirmations, because your layover is very long and your chances are quite fine. With the mentioned confirmations they (your chances) are almost certain.
It is also an important detail whether you are traveling on a single (through) or on separate tickets. In case if you fly on a single ticket, you will depend on the discretion of Chinese immigration, but if you are traveling on separate tickets, an entry permit will be granted without any doubt because you will have to collect your luggage and perform new check-in.
