Transit in Beijing using AIr China

Hi , i have Air China ticket from Singapore to Moscow transits via beijing with 8-9 hours layover.
I am from Malaysia which holding the Malaysia passport means i cannot have the 72 hours free visa transit.
But, i think i can enjoy 24 hours free visa transit?
In this case, how can i apply the visa if i want to do some sightseeing in Beijing for few hours?

First of all, you are definitely eligible for 24 hour visa free transit in Beijing and you don't need any kind of visa. You will just declare in Singapore that you will travel to Moscow (you will have to present your Russian visa) via Beijing and will also present your tickets in hard copy.

Upon your arrival in Beijing, you will do the same thing at the relevant counter and you will also apply for 24 hour free entry permit to be allowed to exit the airport. This is not a visa, but just a free privilege that is issued by the authorities, but it also depends entirely on their discretion. So, you can expect two outcomes, to be granted or to be denied the entry permit. If denied, you will not be given a reason why such a decision was brought.
