About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

Does the 15 day visa free policy apply if the ship stops first in Xiamen and then in Shanghai?

We are on a cruise which arrives in China at Xiamen and then stops overnight in SH three days later. Does the SH 15 day visa free policy apply in this case?
