About:72-Hour Visa-Free Transit

Can this policy apply to short stay in China, but to and from same country?

Can this policy apply if I would like to visit China for 3 to 5 days, but starting and returning to the same country?

That doesn't work but if you travel on a Singapore passport you can visit China visa free up to 15 days.
