Amsterdam - Shanghai - Hongkong - Amsterdam

Fly to Shanghai, stay there 5 days, fly to Hongkong stay there a few days, then back to Amsterdam.

Can I enjoy the 144 hour visa free policy?

Yes you can under the condition that your flights to/from Shanghai don't have any additional landing of any kind within mainland China.
