Very recent reports indicate that Zhuhai and Shenzhen VOAs are granted to Malaysian citizens only in case if they have been granted a Chinese visa before by Chinese embassy or consulate. So, if you have been granted a Chinese visa before, you are eligible, but if you have not, I would recommend that you obtain a Chinese tourist (L) visa in advance.

There is no website with precise and up to date data regarding the eligibility for Zhuhai and Shenzhen VOA because the immigration authorities function on the basis of most recent internal document received from superior instances. So, most of the travelers rely on current practice by Chinese immigration and this is exactly the only way you can be certain about actual state of eligibility. Trust me, there is no other way. Of course, you can call any particular port and ask about your personal eligibility.

Since you have been granted a Chinese visa in the past, you are eligible for Zhuhai VOA, but you have to take with you your passport where the visa is and the visa itself has to be clearly visible and readable. Your easiest way to reach Zhuhai from Macau is definitely via Gongbei port.
