Tokyo - Shanghai - Hong Kong

Hi! Is it possible to apply to the 144hr exemption with a stop in Shanghai (48hs) and leaving to Hong Kong by plane?

Yes, it is. Your itinerary, along with your citizenship are definitely eligible for 144 hour visa free transit in Shanghai. Please, just have in mind that your flights to/from Shanghai should not have any additional landing within mainland China.
