VOA for South African passport holder

Hi there, can a South African passport holder get a Shenzhen VOA at the Luohu port of entry (from Hong Kong)?

Unfortunately, at the time being, the citizens of South Africa are ineligible for VOA. You will have to apply for a Chinese tourist (L) visa.
