So if I want to take train from Hong Kong to Guangzhou and I stay for under 20 hours. Can I enter without a Visa and show them I have hotel booked in Hong-Kong?
China 24-Hour Visa-Free Transit
24-hour visa-free transit in China, also called the 24-hour transit without visa (24-hour TWOV for short), regulates that visa is not required for air, train, and ship passengers transiting in mainland China for a stay of no more than 24 hours before heading for a third country or region.

Joanna, you have quoted a part of the rules that regulate 24 hour visa free transit, but you didn't see the detail that says: ".....in mainland China"!

So, you cannot use the train to enter mainland China or better to say its Guangdong province from Hong Kong! This is simply not allowed for both 24 and 144 hour visa free transit. In reality you can use only the plane from Hong Kong to Guangzhou to be eligible for 24 or 144 hour visa free transit in Guangdong province.

Also, to be eligible for any of the mentioned two options, you have to return to the third country. It is not allowed to return directly back to Hong Kong. You can return to Macau and then to Hong Kong, but you will need a ferry ticket from Shenzhen to Macau in your hand even before you depart by plane from Hong Kong to Guangzhou. This is not a problem because you can book it online, but it is essential for your visa free itinerary.
