About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

144 hours visa free policy of Shanghai

My German boss will have a meeting in Hangzhou for 5 days. If he flies from Saigon-Hangzhou and then flies back from Hangzhou - Hong Kong - Saigon. Is my boss granted China visa free ? Thanks for your confirmation.
