Of course it is. This itinerary is definitely qualified for 144 hours visa free transit in Beijing. 72 hours have been replaced with 144 hours a couple of years ago. One more detail... You have to take care that your flights Tokyo - Beijing and Beijing - Hong Kong don't have any additional landings, i.e. they have to be nonstop flights.0
