About:Embassy & Consulates of Philippines in China

My friend overstaying

She want to surrender and go to philippine embassy in china but she is in harbin now.if she can go alone without id or passport only xerox copy of passport she had?

Dear, she needs to pay a fine at local PSB not go to Philippines Embassy in China.
