About:24-Hour Visa-Free Transit

Free Visa - Question

My Flight will be
1. Jakarta - Beijing - Tokyo ( will be in Beijiing about 9 hours )
2. Tokyo - Beijing - Jakarta ( will be in Beijiing about 16 hours )
Accoding to the flight I have,
1. If I stay at the airport during Flight 1, Do I need China transit Visa that was requested in Indonesia?
2. On my Flight 2, If i decided to go out the airport, can I get free Visa ?
*my Passport is issued by Indonesia

Your entire itinerary (both flights) is perfectly covered be 24 hours visa free transit, so you don't need a visa. As far as your intention to exit the airport is concerned, you are always allowed to apply for 24 hours free entry permit upon your landing in Beijing. Anyway, recent examples tend to present the increasingly unwillingness of the Chinese immigration authorities to grant that permit even during the longer layovers. I'm not aware what their reasons for that might be, so I advise you to obtain transit visa in advance if you really wish to exit the airport and make the stroll in the city.
