No, it hasn't. It seems that there are so many false news about this particular crossing in different ways and shapes. I really don't know the source and the reason why such misleading news are appearing in the first place, but somehow I think that most of the mess is created by some problematic individuals whose applications were rejected for valid reasons. To conclude, Lo Wu or better to say Luohu crossing is and will continue to issue Shenzhen VOA for all decent and eligible applicants including those from New Zealand.0
