About:China Civil Aviation - Regulations & Security Check

I was stopped for Checking in my 3 bottles of WINE to fly OUT to KL from Beijing

Why are there different rules?

Generally, you can take at most two bottles of wine (500ml / bottle). I'm not sure what happened to you.
