72 Hour Free Visa Question

My father in law wants to apply for the 72 hour free visa, but we are unsure he is able.

Current flights are...
Xiamen (XMN) to Beijing (PEK) in Beijing for 2 days.
Fly from Beijing (PEK) to Vladivostok (VVO) connect flight to Tokyo.

Can he apply for 72 hour free visa?

If he's in Xiamen what kind of visa does he have?
If he stays legal in Xiamen, he doesn't need a visa to fly to Beijing.

He is traveling with a US Passport.

He is only in Xiamen for a connecting flight, his origin flight is from Hong Kong (HKG).

If he flies HK - Xiamen - Beijing (2 day stay) - Vladivostok then he needs a visa in advance.
