About:24-Hour Visa-Free Transit

Confirmation about 24 hours Transit free through China (Shanghai Pu Dong airport)

Hi,
I am a Romanian citizen, transiting Shanghai Pu Dong airport for 8 hours, coming from Bucharest Romania and heading to Bali Indonesia, but with a different flight. I am not going to leave the airport.
I will return to China, after 5 days and stay for another 15 days, but for this entrance in China, I will have a visa from the Romanian Visa Center.
I would like to only get the confirmation that for the 8 hours stay in Pu Dong airport I am qualifying for the 24 hours (TWOV) and there won't be any issues. I have a valid passport (until 2023) and the plane ticket to Bali Indonesia is already bought.

Hi again,
I would like to kindly ask if for this 24 hours visa free transit (TWOV) I also need to/must inform the airline company with whom I am travelling/flying to Shanghai Pu Dong Airport, about the situation. Meaning if I must let them know prior my arrival to Pu Dong Airport that I will need to get this 24 hours TWOV.

Thank you very much for your prompt answer. Yes, I will explain to the Chinese immigration authorities that I need an entry permit valid for 24 hours, so I can use my visa for the trip back to China. I will however show them the flight ticket to the other destination - it is actually a return ticket to China.
Yes, you are right I will have to change the terminals, because I am landing on Terminal 2 and then I will have to depart from Terminal 1. What is still unclear to me is if I need to get this 24 hours free permit BEFORE changing terminals and if there is clearly marked where to go for getting the permit.
Can you also explain, please, what does it mean "not to cross the immigration"?

Simply speaking, you are just fine to enjoy 24 hours visa free transit (TWOV) for your first leg. Please, just use the right terminology because this is not 24 hours visa, but free transit :). Just to avoid any misunderstandings.

After your arrival from Bali, you will use your single entry visa and explore the country.

No, you don't have to inform your airline company about anything, especially because you have a single entry visa in your passport, so they can assume that you will use this one for your transit in Shanghai or whatever they want.

It is important that you keep this single entry visa not to be used in Shanghai, so please, just be careful not to cross the immigration and stay within the transit area. It is possible that you will have to change terminals and in this case you will be granted entry permit, but you should, in this case, inform Chinese immigration authorities that you want to retain your single entry visa for your trip back, so that they issue to you an entry permit that is valid for 24 hours and not to use your visa. Just have this detail in mind.

Basically, your situation is quite comfortable, but just be a bit concentrated in Shanghai until you resolve your transit from one to another flight, so that your Chinese visa remains intact.

OK, now we have entirely clear picture. Upon your arrival you will head toward the counter located close to immigration and resolve your 24 hours visa entry permit BEFORE you cross the immigration. With this "not to cross the immigration" I had in mind that it could happen that you do not need to change the terminals, so it will not be necessary to cross the immigration where an official could activate your visa even unintentionally. So, you will resolve your entry permit and head toward the immigration where you will tell them that you are just in 24 hours visa free transit and that you intend to spare your visa for your second arrival in China. They will let you exit the terminal and you will freely change them, make a new check-in and complete process for your flight to Bali.
