About:24-Hour Visa-Free Transit

Visa Exemption. I keep reading contradicting things. Thanks

US citizen traveling from Bali to Los Angeles with two layovers in China (Shenzhen and Chongqing). Our total layover time will be 9.5hrs. Do we qualify for the 24 hour TWOV?
