You don't need visa for you are eligible for 24h twov. You can leave the airport.

Thank you for the reply. I read online that the 24hr transit rule applies only if you stay inside the airport. & if I have a passport from some 53 countries (Pakistan is not on that list), I can leave the airport. I just want to double check with you that I can leave Beijing airport on a Pakistani passport if I am transiting for 21 hours ?
Many thanks

Immigration has wide discretion on this matter and hence it's technically not based on nationality, although if you are deemed from a country that is less developed then you do have little chance of going out. Having PR status in a developed country may help sometimes but don't count on it. If you want to leave the airport then the safest bet is to apply for a transit Visa.
