About:China Transit Visa

Eligiblity of 24h TWOV for Malaysian

I am Malaysian. My inbound flight is from Kuala Lumpur - Shanghai (22 hours stopover) - New York on June 3 & outbound flight is from New York - Shanghai (14 hours stopover) - Kuala Lumpur on September 25. Do I need a visa? or I am eligible for 24h TWOV for each of my stopover? If yes, with the 24h TWOV, can I get out of airport for sightseeing?

As I know, in Shanghai, leaving the airport without a visa for a layover under 24 hours is at the immigration officer's discretion.
