Can i get the 24 h visa if I fly into Beijing and then take the train to north Korea the same day?

Take the train the same day leaving at 05.25 pm to north korea via border. does it count leaving the train station at 05.25 pm or only when we arrive next day at Dandong Border?

If you stopover is within 24 hours, then you can enjoy the 24 hours visa free policy. The time will be calculated by flight scheduled landing.
