If your layover is less than 24 hours, then it's up to immigration on whether you can leave the airport. The general rule of thumb is that you should plan for a layover that's as long as possible (8 hours is the bare minimum) and hold a hotel confirmation. Keep in mind that when transiting in Shanghai, hotel reservation is a MUST regardless of how long your layover is. Also based on recent data points more people were refused entry in Shanghai than in Beijing although both are tricky. If you are a US citizen and planning to visit China in the next 10 years you should consider getting a 10-year tourist visa.
