Tourist Visa for USA Citizen

My wife and I are USA citizens living at Roselle, IL USA and will be visiting India for four months from February to May 2019. We plan to take site seeing tour to China sometimes in April 2019 along with my friends from India. While my friends being Indian Citizens, they will get tourist entry permit from China Consulate in India, Can we apply for tourist permit from China Consulate in India or we have to get visa from China Consulate at Chicago, IL USA? My travel plan for China site seeing tour will be finalize sometimes in February 2019 while we are in India. Please provide me your guidance in this situation.
