About:72-Hour Visa-Free Transit

we are US citizens and flying from chiang mai to LA and 15hr layover in Shanghai can we get a 12hr

we are US citizens and flying from chiang mai to LA and 15hr layover in Shanghai can we get a 12hr transit visa on arrival so we can take a tour of the city

There is no "12hr transit visa on arrival" and if you refer to that it will only confuse the check-in agent in Chiang Mai. You qualify for "24 hours transit without visa". Whether you can leave the airport depends on the immigration officer at Shanghai.
