About:24-Hour Visa-Free Transit

Philippine Passport Holder with 15 hr layover in Beijing

Hi! Is the 24 hr TWOV also applies in Beijing? Can't find clear information online, only for Shanghai. I am a Philippine passport holder and have a 15 hr layover in Beijing airport and I want to go out to do some sight seeing. Thank you!
