About:Transfer in T3 of Beijing Capital Airport

I will be flying with Air China into Beijing from Moscow. I have 17 hours layover to Auckland.

Do I need transit visa and if I wanna go out of the airport, do I need to apple visa ans how much it cost ?

No, you don't need a visa. If you go out of the airport, you shall apply to the entry-exit frontier inspection authorities for temporary entry permits.
