About:144-Hour Visa-Free Transit

Hi! Cruise question

I am traveling in a cruise making a stop in Shanghai of less than 24hrs (Kagoshima, Japan - Shanghai - Okinawa, Japan). I have Mexican passport. Can I get the free transit exemption? I am worried that the country A and C are the same, however they are different cities.

You need a visa. Japan-Shanghai-Japan doesn't count as a transit of China.
