Visa question. Thank u

We are traveling to the Philippines in December but have to stay overnight in Shanghai due to flight issues. We arrive 6pm but leave 7pm the next day for the Philippines. We are American citizens. Do we get 24 or 72 hr free transit if we are planning to be at the airport at 3pm. Four hours before flight. Is it safe to leave luggage in the airport?
