Recent practice by Chinese authorities indicated that Malaysian citizens are not eligible for 24 hour visa free transit at the time being for undisclosed reasons. You are advised to obtain a Chinese transit (G) visa otherwise you will probably be denied boarding the plane.

He obviously confuses 24 hour visa free transit (TWOV) with a temporary entry permit. These are two different things.
24 hour visa free transit (TWOV) allows you to travel from a country A through China (country B) to country C without a visa. So, you do not apply for something like this. There is no application for 24 hours visa free transit. If you fulfill the criteria for this visa free transit option, you just use it or you cannot use it because you are not eligible for some reason. At the time being, it is obvious that Malaysian citizens are not eligible for this option at all.
Another thing is a temporary entry permit. This is a permit that you apply for upon your landing in one of Chinese cities when you travel on a visa free transit. This permit is not a 24 hour TWOV, but a permission that allows you to exit the airport.
So, 24 hour TWOV is a travel from country A through China to a country C without a visa and a temporary entry permit is an exit from the airport that depends upon a sovereign discretion of immigration authorities.
