Can I exit Shanghai Pudong Airport during transit?

I will be flying in from Incheon en-route to Singapore at 3.30pm with an 18hr transit time. Am I able to exit the airport and return to the airport to catch the connecting flight?

We are Singaporeans hence we have no Visa issues.
