Can I change a tourist visa (L single entry) into an X1 student without exiting the country?

Hello,

I am currently in Shanghai on a tourist L and would like to study 6 months at a Chinese school. Is it possible to apply for an X1 student at the PBS entry and exit office in Shanghai? (My nationality is Italian)
