About:72-Hour Visa-Free Transit

Is there no exception to the 24 hour rule?

Two questions: (1) we have a 30 hour layover in Shanghai. Will they grant no exception to that being 6 hours over the limit? Can we contact the Chinese embassy and request an exception?

(2) my wife has a Philippine passport but she has a US green card and lives with me in the US as my wife. Is there no way they would qualify her for the 72 hour free transit if she is married to a US citizen?
