Using an agency in another city than my consular jurisdiction

May a passport agency in Chicago submit my application for a visa if I reside in Pennsylvania or must I use an agency that deals directly with New York? The reviews and the cost for the Chicago group are more appealing than any of the NYC reviewed agencies.
