About:24-Hour Visa-Free Transit

From Pusan to Beijing, from Beijing to Baku

I'm a Republic of Korea passport holder.
My flights are Kimhae - Beijing - Urumqi - Baku and Baku - Urumqi - Beijing - Kimhae.
When I go to Baku I have to pick up my baggages in Beijing and check-in to get flights Beijing - Urumqi - Baku. Layover in Beijing is 3hr 10min and layover in Urumuqi is 3hr.
When I back to Kimhae I have to pick up my baggages in Beijing and check-in to get a flight Beijing - Kimhae. Layover in Urumuqi is 2hr 35min and layover in Beijing is 5hr 10min.
Am I eligible for the 24hour-TWOV or Do I need a visa?

You need a visa because of the stops in Urumqi.
