About:144-Hour Visa-Free Transit

Do I have to apply for 144h twov if I make a stop twice?

I'm travelling the route of the following, all non-stop flights (not layovers):

Toronto > Shanghai > Tokyo > Shanghai > Toronto

Would I have to apply for the 144h twice for when I go from Toronto to Shanghai and when I go from Tokyo to Shanghai? Or can I apply for the visa one time for both times I go to Shanghai?

That is considered 2 separate 144 hour transit without visa's. You cannot apply in advance for the TWOV, it will be handled separately at each arrival. If you want you can apply for a tourist Visa in advance and skip the TWOV desk. Its not cheap but Canadian passport can get one for up to 10 years or length of the passport whichever is less. Application would be done with Canada for that one if you choose
