About:Transfer in T3 of Beijing Capital Airport

Is this enough to go through custom, get my luggage and get to my flight to TAO?

Hi, I am flying with China air from Washington DC to Qingdao (TAO). I have two hours of layover.

Your time is totally enough. Actually, passengers of China Air can use the special elevator for their transit in PEK. Normally, it takes about 1h.
