Transit visa requirement. I am US citizen

returning from Kathmandu to Los Angeles. I have two stops in China. First one is in Chengdu for 2 hours layover. My 2nd stop is at Jinan briefly to add new passengers or refuel. But airline is going to unboard old passengers first and go through security check and return us to same flight. Do I need to get transit entry permit?
