If Shanghai is the only stop in mainland China, and the next stop after Shanghai is not Japan, you can apply for 144h twov in Shanghai after arrival. It is free of charge.

If it's Tokyo (Yokohama),Japan-Shanghai-Okinawan (Naha), you cannot apply for the 144h twov because the trip is not a transit.
