About:Tax Refund

can i buy smart TV from TV stores in Hangzhou and get the tax refund?

I am now in Hangzhou and will leave very soon to Africa. it's just a month since I came here. I want to buy a TV like Samsung from some TV store. is it possible for me to gate the tax refund?
