Sorry, no. You are only allowed to travel within Shenzhen City with the 5-day Shenzhen visa on arrival.

No, Shenzhen VOA is strictly limited to Shenzhen city limits. If your citizenship belongs to those eligible for 240 hour visa free transit, then that would be a solution. For example, you can take a ferry from Hong Kong to Shekou in Shenzhen or to Nansha located south from Guangzhou. These are the only eligible ports of entry under 240 hour visa free transit along the plane transport, of course. Also, after your stay in mainland China, you cannot return directly to Hong Kong, but you have to exit mainland China in direction to Macau. You will have to buy your Shekou to Macau ferry ticket even before you depart from Hong Kong/Macau to mainland China via TurboJet ferry website. Exactly this exit ticket is an essence of your 240 hour visa free transit eligibility. You have to be aware that you will really have to use exactly that ferry you have bought your ticket for. If you want you can also start your journey from Hong Kong to Macau, by ferry to Shekou, visit Foshan and finally return to Hong Kong by high speed train. Use of high speed train is valid as an exit from mainland China, but not as a mean of entry into mainland China. Hope this helps.
