About:72-Hour Visa-Free Transit

Cruise ship denying 144 hour transit/tourist visa

Hi!
We are going to be visiting Bejing and Shangai each for less than one day with a visit to another country in between. Our cruise line insists that Chinese entry permits are necessary. Yet all of the info available states that visas are not necessary for the free transit. Can you clarify?

Ship is entering Beijing (Tianjin)on October 14 for one day. (Actually each one is less than one day):
Shanghai on Oct 18 for one day; and Hong Kong on 10/23 for one day
