Can I apply China student visa from abroad and not in my home country?

I am currently living in Japan, and I have a plan to study Chinese in Beijing. Is that possible to apply for Chinese Student visa directly in consular in Japan? or do I need to go back to my home country to apply?

You can check the official website of CVASC in Tokyo.
You can go to the Chinese visa service center in Tokyo or Nagoya.
You need proof of legal stay in Japan (ie residence card).
