visa for me and my wife. Family visa?

Hello! I am Kazakhstan citizen and there are some problems with getting entry permit. I still don't understand why. My wife is Russia citizen. So if she has tourist L (got in Moscow), can i get tourist L in Moscow embassy if my wife has one? Please, answer me. I want to visit China!!!
