Can I still make a postal application for a tourist visa?

With the new requirement (8th May) for the capture of some applicants fingerprints, can I still make a postal application for a tourist (L) type? I live in the UK Channel Islands and don't have easy access to the mainland.

Hi, if you will apply for a Chinese visa from the CVASC in the UK, you can submit the application by post, I suppose.
