About:24-Hour Visa-Free Transit

Hong kong - Mainland China

I'm from Colombia and have a 2.45-hour wait in Hong Kong, then a 2.45 flight to Chengdu where I have to wait 22.40 hours for my flight to Los Angeles, my question is, can I apply for a 24-hour transit visa? My stay in mainland China is of 22 hours 40 mins, but I don't know if it starts counting from hong kong. Thank you.
