About:24-Hour Visa-Free Transit

I'm taking the train from Hong Kong to Hanoi. When does the 24 hours count from?

Does my 24 hours count from when the train enters China at the border to when I exit China? Or can I take a stopover in a city of up to 24 hours, such as Nanning?
